Facing the Libraries Challenge - what does it mean?

Warwickshire County Council published a document a few days ago called Facing the Challenge - Changing times for Warwickshire Library and Information Service.

So, what's it all about? Have a look at the tag cloud where all the text has been analysed and words then appear - the larger the word, the more times it's mentioned in the document. This idea has been used many times before when political leaders make a speech and the buzz words are counted.
